Emissions trading will exist in Australia. It's only a matter of time

Despite the refusal of the big politicians in the federal governments in both countries to ratify the Kyoto Protocol, the state governments in the USA and Australia are finally realising that Global Warming is a very very big deal.

In Australia, by 2010, electricity companies in all 8 states would have to hold tradable permits to emit greenhouse gases.

Why cant it be sooner?
